Any customer turning on water service without city authorization will be initially charged a meter tampering fee as established in the annual fee schedule. Additionally, the utility services shall remain off until the meter tampering fee and entire utility bill have been paid in full. The person  will also be subject to arrest, prosecutions and other fines.
