The City of Henderson operates under the Council-Manager Form of Government.  This form of governance is provided in the North Carolina General Statutes and was adopted by the City Council in 1965.   This form of government was created at the beginning of the 20th Century as part of the Reform Movement.  The cities of Morganton, NC and Staunton, VA are credited with being the first cities in the nation to adopt this form of government.  It is now the preferred form of local government in North Carolina and many other states.  For more information, please refer to the following link:  Council-Manager Form of Government
